Narrative and Response

Description

IBM API Connect 10.0.8.0 through 10.0.8.12 and 12.1.0.0 through 12.1.1.2 could allow a remote attacker to execute unauthorized administrative operations and obtain sensitive information due to improper handling of case sensitivity. Access controls are not applied consistently to all variations of a request, which could allow restricted operations to be reached.

"executiveSummary": "A critical security vulnerability exists in IBM API Connect affecting versions 10.0.8.0 through 10.0.8.12 and 12.1.0.0 through 12.1.1.2. The vulnerability stems from improper handling of case sensitivity within the application's access control mechanisms, facilitating a security constraint bypass.\nThis flaw allows a remote, unauthenticated or unauthorized attacker to perform administrative operations and access sensitive information that should be restricted. By exploiting the inconsistency in how the system processes request variations, an attacker can circumvent defined security policies.\nThe vulnerability poses a severe risk to the confidentiality and integrity of the API management infrastructure. Successful exploitation grants the attacker unauthorized administrative control, which could lead to unauthorized API configuration changes, disclosure of sensitive platform metadata, or compromise of connected backend services. The requirement for exploitation involves leveraging the lack of case-insensitive normalization in path or request handling, which effectively bypasses the application's authorization enforcement layer.",
"technicalDetails": "The root cause of this vulnerability lies in the inconsistent validation and normalization of request paths within IBM API Connect. The application performs access control checks based on hardcoded or defined endpoint strings; however, the validation logic fails to account for case sensitivity variations in the incoming HTTP request. Because the underlying file system or the web server routing layer may treat different case variations (e.g., /Admin/ vs /admin/) as identical resources, but the authorization module treats them as distinct, a mismatch occurs.\nThis behavior results in an 'Access Control Bypass' condition. When an attacker sends a request using a specific case variation, the authorization engine may fail to identify the request as matching a restricted administrative path. Consequently, the request is permitted to proceed to the internal management or administrative functions without undergoing the necessary privilege verification. This is a classic case of incomplete input normalization where the security policy is not enforced uniformly across all potential representations of a resource path.\nThe attack flow typically involves an attacker identifying a sensitive management endpoint that is protected by authentication. Instead of attempting to authenticate, the attacker manipulates the case of the URI path. If the authorization interceptor logic is case-sensitive, it may skip the check for a path like '/v1/Management/Settings' while the application backend, being case-insensitive, successfully resolves this path to the protected '/v1/management/settings' function.\nThe impact of this vulnerability is significant, as it grants unauthorized access to administrative APIs. An attacker can leverage this access to perform configuration changes, deploy rogue API definitions, exfiltrate API keys, or access sensitive configuration data that is typically reserved for highly privileged administrative accounts. Because this bypass occurs at the access control layer, the payload does not necessarily require complex injection techniques; rather, it exploits the structural weakness in how the platform verifies authorization headers or session tokens against resource paths.\nThe vulnerable component is the request routing and authorization middleware within IBM API Connect. This issue affects versions 10.0.8.0 through 10.0.8.12 and 12.1.0.0 through 12.1.1.2. The exploitation requires network access to the API Connect management interfaces, and it does not explicitly state that valid user credentials are required, implying the potential for complete bypass of the authentication gate."
